International casinos: what the licence says and what the terms say

Every casino in our ranking is an international operator licensed in Curaçao or Anjouan. Here is what each type of licence means, how to check it yourself in the register, and why the operator's terms matter more to a player than the licence seal in the footer.
An international casino is one licensed by an authority outside the player's own country. Every crypto casino in our ranking is of this kind. Their licences come from Curaçao or Anjouan, and the companies behind them are registered there or elsewhere.
This page does not judge the choice to play at an international casino. It only explains what a licence is, what it tells you and what it does not, and how to check one yourself in five minutes.
What a gaming licence actually is
A gaming licence is an authorisation granted to a company, not a website. The same company can run several sites under one licence. That is why, when you check a casino, you look for two things in the site footer: the company name and the licence number.
The licence tells you:
- who runs the casino, meaning the company legally responsible;
- who supervises it, meaning the authority that issued the licence;
- where a complaint can be filed if the casino's support does not resolve a problem.
The licence does not tell you how much you can withdraw per week, from what amount documents are requested or what wagering the bonus carries. Those are written in the operator's terms, which we read for every casino in the ranking.
Curaçao
Curaçao is the jurisdiction with the most crypto casinos. Until 2023, licences were granted through a few master licence holders who issued sublicences to operators. The old numbers looked like “8048/JAZ” or “1668/JAZ”.
Since 2024 the Curaçao Gaming Authority has issued licences directly to each operator. New numbers take the form “OGL/2024/1234/0567”. The authority publishes an online register of licensed companies and the status of each licence.
What to check: the number in the casino's footer appears in the register, under the same company, with an active status. If the site still shows an old JAZ-type number, look the company up in the new register.
Anjouan
Anjouan is an island in the Comoros archipelago whose gaming authority, the Anjouan Gaming Board, issues licences to online operators. Numbers take the form “ALSI-” followed by digits and letters. Several newer crypto operators have chosen Anjouan in recent years.
What to check: the licence number, the holder company and the expiry date. Anjouan licences run for a fixed term; an expired licence no longer covers the operator, even if the seal stays on the site.

Rocketpot shows a number from the old Curaçao system, and we could not confirm its status in the new register; that is why it earns fewer licence points in our formula. For TrustDice we do not publish a licence: we could not read the operator's page recently, and a licence copied from an old source may no longer be valid.
How to check a licence yourself, step by step
- Scroll to the casino's footer. Look for the text beginning “operated by” or “licensed by” and note the company and number.
- Open the authority's register. For Curaçao, the Curaçao Gaming Authority register; for Anjouan, the list published by the Anjouan Gaming Board.
- Search by number, then by company. Both must match.
- Read the status and domains. A licence can be active, suspended or expired. Some registers also list the domains covered.
- Compare with the terms. The company name in the terms should be the same as in the footer and the register.
If something does not match, it does not automatically mean the operator is dishonest; sites are sometimes slow to update their footers. But it is a sign that the rest deserves a careful read too.

For a player, the most important rules are in the terms, not the licence:

- The list of excluded countries. We kept in the ranking only operators whose published list does not name Romania.
